Marco Rubio wants to reform higher education; calls current system a cartel

During his speech at the Road to Majority Conference, Senator Marco Rubio (R-FL) discussed the faults he sees in our current higher education system and provided some ideas to address the problems. Using the example of a working mother of two, Senator Rubio says,

We need to provide a form of education for people who have to work full time and raise a family.

One of his solutions is to require colleges and universities to provide students with the average salaries of  graduates from their institution and degree program. He also cites the cost as a barrier to obtaining an education.
