Mexican Cartel Member Apologizes For Death Of American; Hands Over Alleged Suspects With Letter

The five suspects in the kidnapping of four Americans in the Mexican city of Matamoros, which resulted in the deaths of two Americans and a Mexican woman, were discovered chained, face down, and with their hands covered by their shirts.

The drug gang that runs most of Tamaulipas state allegedly sent a letter with them. ""We have chosen to give over those who are directly involved and culpable in the events, who at all times behaved under their own decision and lack of discipline," reads the purported letter from the Scorpions section of the Gulf cartel. The kidnappings, according to Mexican officials, were likely the result of mistaken identity.

 


According to the letter, the men who were sent out onto the street had broken the cartel's laws by not "respecting the life and well-being of the innocent." "However, it is yet unclear whether or not the individuals have been officially tied to the kidnappings and murders.

CNN has learned from reliable sources that the investigation team believes the letter apologizing to the families of the four Americans, the Mexican woman killed by a stray bullet, and the city of Matamoros is genuine.

A Mexican security analyst told the Associated Press that the cartel may be interested in ending the chapter as soon as possible because it is difficult for them to "continue working in terms of street-level drug sales and transferring drugs to the United States" with National Guard troops and Army special forces patrolling the area.
