Victor Clark Alfaro, a professor of Latin American studies at San Diego State University, said that in his 40 years of studying immigration, he has observed numerous strategies used by people smugglers to evade Border Patrol.

According to Clark Alfaro, "a group of human smugglers tried to cross a group of piatas legally into the United States and they were sent to secondary inspection." When CBP walked up to the car carrying the piatas, they found that one of the children inside was only about three years old.

He couldn't figure out why smugglers would impersonate Border Patrol, the very organization they try to avoid. According to Clark Alfaro, there will always be "groups of [smugglers] who will try to use their talent against the technology."

On July 22, according to Mexican authorities, they discovered 17 migrants huddled inside a patrol car with Border Patrol logos on the Mexican side of the border.

David Pérez Tejada, a representative of the National Migration Institute, claimed that the smugglers may have misled the migrants by saying things like, "Hop on, we already have an agreement. A vehicle used by American border patrol. With this, they won't question you at all as you approach the border.

According to Clark Alfaro, traveling illegally is extremely risky for migrants due to both the circumstances of the journey and the companions they share it with.

According to Clark Alfaro, "if you are in the hands of smugglers, they can not only rape women, extort migrants, steal their possessions, but even kill them."

The migrants were located and brought to the police department's main office. The Mexicali police stated in a press release that they are working to stop future criminal activity at the border and save lives.
