GOP Speaker's Gavel Contest: Republicans Split on Scalise vs. Jordan

On Tuesday, an increasing number of Republicans made their positions known in a contest for the speaker's gavel. This contest involves Majority Leader Steve Scalise and Judiciary Committee Chairman Jim Jordan. The GOP conference, at present, has not yet united in support of a single candidate. 

The Republican party convened for a consecutive day in a private meeting to discuss and deliberate on the selection of a successor for Rep. Kevin McCarthy. McCarthy was recently ousted from his position as Speaker of the House in a significant vote that took place last week. 

The Republican party has scheduled a formal vote for Wednesday, which will take place during a closed-door meeting. In order to nominate a speaker, a simple majority of votes is sufficient. However, it is important to note that the election of a Republican speaker would require a high level of unity among nearly all Republicans.

As of the recent Tuesday, both Mr. Jordan and Mr. Scalise had not secured sufficient votes following their addresses to the conference. 

Following the GOP meeting, Foreign Affairs Chairman Michael T. McCaul of Texas remarked that there was a highly vigorous and spirited debate among the participants. The answer to our question will be revealed tomorrow.

Both Mr. Jordan of Ohio and Mr. Scalise of Louisiana, the two candidates in the race, share a significant degree of alignment on key issues.

Both candidates emphasize that their primary focus is on restoring security along the southern border. Both individuals express their opposition to the United States providing additional financial aid to Ukraine. It is worth noting that Ukraine has already received a substantial amount of assistance from the U.S., totaling $75 billion, following Russia's invasion of the country in 2022. 

In addition, it is often argued that the United States should provide support to Israel. Currently, Israel finds itself in a challenging situation as it confronts Hamas, a terrorist organization that launched an invasion resulting in the loss of numerous lives. As the conflict enters its third day, Israel is depleting its arsenal of weapons and interceptors.

Mr. Scalise expressed his endorsement for providing Israel with the necessary resources to effectively combat Hamas. Mr. Jordan made a request for the United States to provide assistance to Israel. It is improbable that either of the parties involved would support the idea of combining assistance to Ukraine and Israel into a single legislative proposal. 

In his strategy to negotiate with the Democrat-led Senate and White House, Mr. Jordan, aged 59, intends to utilize the potential implementation of a 1% across-the-board funding reduction. This reduction is established in the latest debt limit agreement and will serve as a bargaining tool in the ongoing spending dispute. The 1% reduction in spending would occur without any manual intervention if all 12 of the government's fiscal 2024 spending bills are not signed into law by January 1st.

Both individuals share the desire for the Senate to take action on individual spending bills instead of requiring the House to vote on a comprehensive package that combines all government funding, a recurring practice. 

Representative Kat Cammack, a Republican from Florida who has not yet made a decision in the race, expressed her opinion on the matter by stating, "If they send us a package and we accept it after going through all 12 of our appropriations, quite frankly, that's unacceptable." The statement implies that the speaker in question is not someone the user can endorse due to their acceptance of something unspecified.

Mr. Jordan, a former bomb-thrower from the lower ranks of the GOP, managed to ascend to prominent committee positions through his hard work and dedication. He is regarded as a hero among hard-line House conservatives and is generally seen as being slightly more conservative than Mr. Scalise.

Mr. Scalise, who is 58 years old, has held a prominent position within the Republican leadership for over ten years. Throughout his tenure, he has successfully cultivated a dedicated following of supporters. 

Both individuals, former President Donald Trump and Mr. Jordan, share a strong alliance. However, it is worth noting that Mr. Trump has publicly expressed his support for Mr. Jordan in the speaker's race. 

According to rank-and-file lawmakers, it seemed that Mr. Jordan was leading the efforts to gather support. However, there is a significant portion of individuals who have not yet made a decision.

According to lawmakers, it is anticipated that Republicans will unite in support of the individual who emerges as the majority winner in the GOP conference on Wednesday. 

After the meeting, Representative Pat Fallon, hailing from Texas, expressed the collective dedication of the group towards ensuring that a candidate secures a minimum of 218 votes to be elected as the speaker. This number represents the approximate threshold required for a successful outcome.

Mr. McCarthy, who is 58 years old, has the potential to be a wildcard in the race. The majority of Republicans, with only eight exceptions, were against his removal from office. Additionally, a group of lawmakers who had previously voted in favor of retaining him now desire an opportunity to reinstate him as the leader.

A contingent of centrist Republicans, who express caution towards Mr. Jordan's staunch conservatism, have announced their intention to propose Mr. McCarthy as a nominee for the position. It is worth noting that Mr. McCarthy himself has stated that he is not seeking the post.

Mr. McCarthy is quietly discouraging the move and behind the scenes is helping Mr. Jordan win the gavel over his former top deputy. Mr. McCarthy and Mr. Scalise do not have a close alliance. Those in Mr. McCarthy’s camp say Mr. Scalise did little to aid Mr. McCarthy before his ouster.

Mr. Scalise said he’s racking up support for his candidacy. “We’ve been building a coalition amongst my colleagues, from every swath of the conference,” Mr. Scalise said.
