The Biden administration and Texas are at odds over the installation of razor wire along the southern border to prevent migrants from entering the country. Razor wire, according to border officers, makes it more difficult for them to properly detain unlawful migrants.

"Texas has rightfully invoked the Invasion Clause of the Constitution in light of this National Security, Public Safety, and Public Health Catastrophe, and must be given full assistance to oppose the Invasion," he said.
In order to stop further migrants from crossing the border, Trump called on states to send out National Guard troops at the conclusion of his speech, saying, "We urge all willing States to deploy their guards to Texas to prevent the entrance of Illegals, and to deport them back across the Border."
