House Dems Vow to Push for Vote Against Speaker Johnson's Will: Would Require Just a Few Republicans

Democrats assailed US President Donald Trump and House Republicans on Tuesday, saying conservatives' rejection to a $95.3 billion national defense proposal including Israel and Ukraine financing endangers the country. House Democrats promised to submit a discharge petition to force a vote on the proposal against Mr. Johnson's will, a rare procedural step that would need just a few Republicans.

Speaker Mike Johnson declares the proposal dead on arrival in the House after 22 Republican senators—nearly half the GOP conference—supported it earlier in the day.

At the White House, President Biden labeled Mr. Trump “dangerous,” “un-American” and a threat to U.S. security for reminding a NATO member that not paying its military commitments would isolate it from outside dangers. Biden also chastised Johnson for not voting on foreign aid.

House Democrats promised to submit a discharge petition to force a vote on the proposal against Mr. Johnson's will, a rare procedural step that would need just a few Republicans.

“We’re going to utilize every conceivable legislative vehicle, and what is evident is that there are more than 300 bipartisan votes in the House of Representatives to approve the national security package today,” said New York House Democratic Leader Hakeem Jeffries. In America's national security, an up-or-down vote and the House of Representatives doing its will instead of Donald Trump is reasonable.

Johnson had to decide whether the measure could pass the House with bipartisan backing.

If the Louisiana Republican blocks a vote, moderates may mutiny and delay chamber activity or vote with Democrats on a discharge petition.

However, voting for Ukraine and providing aid may lead him to leave as Republican resolution speaker. Many conservatives oppose Ukraine aid.

“I totally oppose [a discharge petition],” Mr. Johnson told reporters. No consideration, please. House must act. We are debating and shall see. As I have said many times, national security begins at our border.”

The far-right House Freedom Caucus, which ousted Kevin McCarthy last year, advised Mr. Johnson to support standalone Israel money and focus on southern border security in federal budget negotiations in the coming weeks.

Senate Republicans rejected the aid package's bipartisan border deal after Mr. Johnson and Mr. Trump called it inadequate to stop illegal immigration.

Mr. Biden accused the speaker of yielding to Trump, who blasted the plan. The president warned that Trump loyalists, whom Mr. Biden termed the “most extreme” House members, frightened Mr. Johnson.

This is essential for House action. It must move. He stated that Ukraine needs this money to defend itself against Putin's brutality.

Mr. Biden saved his finest remarks for his November rematch opponent. Trump said at a campaign rally last weekend that he informed a defense-deficient ally that Russia would do “whatever the hell they want” to NATO non-payers.

"Donald Trump looks at this as a burden," Biden said. NATO does not seem to protect America and the world to him. Watching security shout. You do not appreciate NATO's freedom, security, and national sovereignty since Trump does not respect ideals.

Conservative Ukraine funding opponents Sen. J.D. Vance of Ohio and Rep. Matt Gaetz of Florida worry the help proposal will impeach Mr. Trump again. Trump might slash funding next year, which could have consequences.

Mr. Vance wrote to Senate Republicans that the supplemental is an attempt by the foreign policy blob/deep state to prevent President Trump from implementing his agenda and to establish grounds to impeach and destroy his administration.
