The move aims to centralize control and reduce the influence of federal regulators and independent agencies.

According to the order, the president and attorney general's legal opinions will override those of other federal employees when carrying out official duties. An aide described the measure as a way to "reestablish a long-standing norm" in governance, as critics continue to challenge the president’s agenda in court. This comes amid concerns that Trump might disregard judicial rulings.

The executive order also criticizes previous administrations for allowing independent regulatory agencies to operate without sufficient presidential oversight. These agencies, the document claims, have exercised significant executive power without proper accountability to the president or the American people. It also highlights issues with these agencies enacting major regulations without presidential review, which the order seeks to address.

In addition, President Trump issued a memorandum requiring federal agencies to report instances of waste, fraud, or abuse and provide details about eliminated programs. The aide characterized this memorandum as a step toward "radical transparency" by holding government departments accountable.
